In 2019, Putin criticized German Chancellor Angela Merkel's liberal immigration policy, stating that it allowed migrants to commit crimes with impunity. He also expressed concerns about the West's embrace of homosexuality and gender fluidity, deeming it excessive.
The decree marks a significant shift in Russia's immigration policy, inviting those who share its conservative values to seek refuge within its borders.
