US immigration officers shot and injured two people in Portland, Oregon, on Thursday afternoon, an incident now under investigation by the FBI and unfolding against the backdrop of nationwide protests over the fatal shooting of a woman by an Immigration and Customs Enforcement (ICE) officer in Minnesota a day earlier.
The FBI said it was examining an “agent-involved shooting” that occurred at about 2.15pm involving Customs and Border Patrol (CBP) agents. Portland police said officers responding to the scene found a man and a woman suffering from apparent gunshot wounds.

Both individuals were treated at the scene and later transported to hospital. Authorities said their conditions were not immediately known.
Elana Pirtle-Guiney, president of the Portland city council, told a council meeting that the shooting occurred in the eastern part of the city. “As far as we know both of these individuals are still alive and we are hoping for more positive updates throughout the afternoon,” she said.
Police officials urged residents to remain calm as details continued to emerge. Portland police chief Bob Day acknowledged that emotions were running high following the Minneapolis shooting.
“We understand the heightened emotion and tension many are feeling in the wake of the shooting in Minneapolis, but I am asking the community to remain calm as we work to learn more,” Day said.
Portland mayor Keith Wilson issued a statement sharply criticizing the use of federal agents in the city, saying Portland was now “grappling with violence at the hands of federal agents.”
“We cannot sit by while constitutional protections erode and bloodshed mounts,” Wilson said, calling on ICE to suspend all operations in Portland until a full investigation is completed. He argued that federal militarization undermines community-based public safety and said he would use every legal and legislative tool available to protect residents’ civil and human rights.
Oregon Democratic senator Jeff Merkley also appealed for restraint, warning that unrest would play into the hands of the White House. “Trump wants to generate riots,” he wrote on X. “Don’t take the bait.”
The Portland shooting followed the killing on Wednesday of Renee Nicole Good, a 37-year-old mother of three, who was shot by an ICE officer during an immigration-related confrontation in Minneapolis. Good was killed when an ICE agent fired through the windscreen of her car.
Her former husband said she had been driving home after dropping off her six-year-old son at school.
The White House has insisted the ICE agent involved, identified as Jonathan Ross, acted in self-defense. President Donald Trump said Good had “violently, willfully and viciously” run over the officer, prompting the shooting. Homeland security secretary Kristi Noem went further, accusing Good of domestic terrorism.
However, video footage of the incident appears to contradict the administration’s account. In the clips, Good appears to move her vehicle away from the ICE agent without making contact.
Vice-President JD Vance defended the agent on Thursday, calling the death a tragedy but blaming Good and critics of immigration enforcement. “This guy was doing his job,” Vance said in a post on X, accusing opponents of “gaslighting” the public over who was responsible.
