New Orleans Turns to AI for 911 Calls
New Orleans has begun using artificial intelligence to handle a limited category of 911 calls, marking a major step in the automation of emergency communications. Officials say the system is designed to prevent human dispatchers from being overwhelmed by duplicate calls during major incidents, while critics warn that even limited AI involvement could create risks when every second matters.

That is no longer a hypothetical question in New Orleans.

The Orleans Parish Communication District, which handles emergency calls across the city, is using an AI system developed with emergency technology company Carbyne to help manage surges in 911 traffic.
But there is an important detail behind the headline.
The system is not replacing human dispatchers across the 911 network.
Instead, the AI is designed for a narrow situation: when an incident, such as a traffic crash, has already been reported and additional callers nearby are trying to report the same event.
That distinction has become central to the debate.
New Orleans receives more than 1,000 emergency calls a day, according to local reporting, and call volumes can spike dramatically when a major accident or other incident occurs.
Officials say those surges can overwhelm human call-takers because people often call 911 simply to report something authorities already know about.
"When you call 911, you're going to a human 90 percent of the time," OPCD Executive Director Karl Fasold said in April.
The remaining calls can enter the AI triage process under specific circumstances.
The system can identify a caller located within approximately 200 meters of an already reported accident. If human call-takers are occupied, the AI can answer and determine whether the person is calling about that existing incident.
If the caller confirms it, the system can provide information and determine whether they were actually involved or require assistance.
If the situation is different, the caller can be transferred to a human call-taker.
The idea did not appear overnight.
OPCD began working with Carbyne in 2022, and the partnership eventually produced the AI system specifically designed to reduce redundant emergency calls.
By 2023, OPCD had publicly announced plans to deploy the technology after demonstrating it at the National Emergency Number Association conference.
The agency also trained the system using months of actual 911 calls.
That training presented a uniquely New Orleans problem.
Accents, pronunciation and local street names had to be understood correctly.
Fasold recalled teaching the system to recognize and pronounce Tchoupitoulas, a New Orleans street name that can challenge even human speakers unfamiliar with the city.
The technology was subsequently introduced into limited operational use.
By April 2026, Fasold said the AI was already being used to handle certain 911 calls involving traffic accidents.
The reason was not simply technological enthusiasm.
It was staffing.
Fasold said the center cannot economically or practically maintain enough personnel to handle every temporary surge in calls, particularly when a single accident can generate dozens of reports.
Carbyne says the system processed more than 3,500 events during a 90-day period and reduced redundant calls by more than 30% among the calls it triaged.
That could give human operators something increasingly valuable during a crisis: time.
But the technology has also triggered a difficult question.
Can an AI system understand an emergency that does not sound like an emergency?
Former dispatchers and critics have warned that callers may be frightened, injured, unable to speak normally, unfamiliar with English or deliberately trying to conceal what is happening.
A human dispatcher can potentially interpret hesitation, tone, background sounds and unusual answers.
An AI system must convert those signals into data and make decisions based on how it has been trained.
That creates another concern: security.
Voice-based AI systems can be exposed to manipulation, and researchers have demonstrated attacks capable of altering the behaviour of voice models.
For a 911 system, the consequences of a successful attack could be significantly different from those involving an ordinary customer-service chatbot.
The debate is therefore moving beyond whether AI can answer a phone.
It is becoming a question of where the human being should remain in the decision loop.
New Orleans is not alone in experimenting with AI.
Cities including Seattle and Atlanta have introduced AI-assisted technologies into emergency communications, although their systems perform different functions and do not necessarily involve AI directly answering emergency calls.
The federal government has also highlighted New Orleans as an example of how AI can support understaffed emergency communications centers.
For officials in New Orleans, the objective is straightforward.
"We discovered that for each auto accident in Orleans Parish, we pretty much get 20 or more phone calls to 911," Fasold said.
The goal is to stop those duplicate calls from consuming the same human resources needed for emergencies that have not yet been reported.
For critics, however, the question is what happens when the system encounters the call it was not designed to expect.
That may ultimately determine whether New Orleans becomes a model for the future of emergency dispatch or a warning about automating decisions that were once made entirely by humans.
For now, the experiment continues.
And the next major test may come not from a technology demonstration, but from the next emergency that sends hundreds of people reaching for their phones at once.
